The Chester Republican Party named Shepard Garner its chairman Wednesday.
Garner, a former city councilman, will launch a grassroots campaign to “redefine the image and message of the party,” according to a press release announcing his new role.
The Republicans lost control of City Hall during the 2011 municipal elections for just the second time in more than a century. The Democrats won every race they entered and now occupy the mayoral and four council seats. As of the last municipal election, the Democrats held nearly a 3-to-1 advantage among registered voters.
“There is a youthful and innovative presence in the party that is ready to work and increase opportunities for Chester residents,” Garner said in the release.
Garner, an accountant at DELCORA, served as a councilman from 2008 to 2011. He lost a bid for re-election during the 2011 municipal election.
The Chester Republican Party Executive Board also includes Vice Chairman Monir Ahmed, Treasurer Thomas Moore and Secretary Trina Byrd.
